Teams look to improve through free agency and the draft, and by the time May rolls around, they typically feel good about their remade rosters. That’s what front office folks will say publicly, anyway. No team wants to admit it has gotten worse than it was the year before, especially when it’s trying to push tickets for the upcoming season. The reality, though, is that not every team can get better every offseason. Even on paper, some teams are destined to take a step back.
